Entering September, strong Typhoon "Ragasa" approached eastern Taiwan again, bringing continuous heavy rains. On Monday (September 22), the Hualien County Government received central orders and initiated evacuation operations, issuing evacuation orders for approximately 1,837 households and 6,800 people in downstream areas including Guangfu Township and Fenglin Town, settling them in three evacuation centers including Guangfu High School gymnasium. According to Taiwan media reports, the central government repeatedly urged the county government to accelerate evacuation, issuing nine notifications in total. However, Hualien County Councilor Yang Huamei revealed to BBC that because this evacuation was "not mandatory" and only called on people to seek shelter at higher elevations, many residents failed to leave their homes in time.

The disaster erupted on Tuesday afternoon. That morning, monitoring showed that the barrier lake water level was less than 5 meters from the dam crest, with overflow estimated to occur before 11 AM. The Taiwan Directorate General of Highways immediately closed part of the lanes on the Mataian River Bridge on Provincial Highway 9, preparing for complete closure.

下午2時50分左右,堰塞湖壩頂正式溢流,大量洪水與土石迅速向下游移動。據報導,官員原本預估洪水需要120分鐘才能抵達下游市區,且僅會影響河邊居民。然而,不到一小時,大水便湧入光復鄉市區,造成橋梁斷裂、房屋倒塌及大量泥石流沖刷。

Around 2:50 PM, the barrier lake dam crest officially overflowed, with large amounts of floodwater and rocks quickly moving downstream. According to reports, officials originally estimated that floodwater would take 120 minutes to reach the downstream urban area and would only affect riverside residents. However, in less than an hour, floodwaters surged into Guangfu Township's urban area, causing bridge collapses, house collapses, and massive debris flow erosion.

光復鄉居民所經歷的災害當下

據報導,大多數罹難者的遺體在一樓民宅中被發現,疑因撤離不及而遇難。議員楊華美向BBC指出,多位光復鄉災民未收到當日里鄰發布的撤離廣播。

According to reports, most victims' remains were found in first-floor homes, suspected to have died because they failed to evacuate in time. Councilor Yang Huamei told BBC that many Guangfu Township disaster victims did not receive evacuation broadcasts issued by local neighborhood offices that day.

He reflected on social media that decades ago when he was in middle school, his homeroom teacher mentioned that there was reportedly a barrier lake upstream of the Mataian River, and if it broke, it would flood the entire Guangfu Township. At that time, he naively planned with classmates to go river tracing to explore and find the legendary barrier lake. "In that era, information was inconvenient, and we couldn't really see the barrier lake. I never imagined that forty years later, Guangfu Township would really be flooded by barrier lake floodwaters. Seeing the streets I was familiar with since childhood submerged by floods, tears instantly welled up."

為何無法事前處理堰塞湖?

書店老闆劉于仙向BBC表示,大水來襲時,許多人來不及逃離,有的還困在路上。她在書店二樓,親眼看見鄰居在街上躲避洪水,「但我們一點辦法都沒有」。對方直到水淹至腰部才破門進入家中避難。

Bookstore owner Liu Yu-hsien told BBC that when the flood struck, many people couldn't escape in time, and some were still trapped on the road. From the bookstore's second floor, she witnessed neighbors avoiding floodwaters on the street, "but we had no way to help at all." The neighbor didn't break into their home to take shelter until water reached waist level.

She emphasized that many local people had been continuously calling on the government to pay attention to the rising water level of the Mataian River barrier lake over the past two months. When medium-strength Typhoon "Yangliu" struck in August, she also received a government "evacuation advisory notice." "But rural elders need door-to-door notification to receive information; it's unclear about the county government and township office's notification and grasp of the situation."

針對為何不先施工引流的疑問,台灣大學地質學系教授陳文山向BBC分析,馬太鞍溪堰塞湖無法以人為方式處理。他說,他們的團隊在8月查看空拍影像,結合對當地地質的了解,確認這是土石壩,無法用爆破處理。若是岩盤堰塞湖,可以透過小型爆破降低壩頂高度,讓水緩慢溢流,避免災害。但這次是土石壩,包含大量土塊,爆破無效。「我們當時已評估,只能靠降雨自然溢流或潰堤。」

Regarding why advance construction drainage wasn't done, Professor Chen Wen-shan from National Taiwan University's Department of Geosciences analyzed for BBC that the Mataian River barrier lake couldn't be handled artificially. He said his team viewed aerial images in August and, combined with understanding of local geology, confirmed this was an earth-rock dam that couldn't be handled by blasting. If it were a rock barrier lake, small-scale blasting could lower the dam crest height, allowing water to overflow slowly and avoid disaster. But this time it was an earth-rock dam containing large amounts of earth blocks; blasting was ineffective. "We had already assessed at that time that we could only rely on natural overflow or breach from rainfall."

內政部長劉世芳回應提問時表示,該堰塞湖於7月21日形成後,農業部即展開調查監測及壩頂減災工程可行性評估。經過多次專家會議討論,考量其位於偏遠山區,沒有道路連通,難以使用重型機具開挖或架設虹吸管。爆破壩體方案因壩體土方體積達2億立方公尺、長度2.3公里,且可能擾動壩體及邊坡穩定性,引發大規模崩塌,經評估後也不可行。

Minister of the Interior Liu Shih-fang, when responding to questions, stated that after the barrier lake formed on July 21, the Ministry of Agriculture immediately began investigation, monitoring, and feasibility assessment of dam crest disaster mitigation engineering. After multiple expert meetings and discussions, considering that it was located in a remote mountain area with no road access, it was difficult to use heavy machinery for excavation or to set up siphon pipes. The plan to blast the dam body was also deemed unfeasible after assessment because the dam body's earthwork volume reached 200 million cubic meters with a length of 2.3 kilometers, and it might disturb dam body and slope stability, triggering large-scale collapse.

不只光復鄉:花蓮面對天災的長期挑戰

Over the past two years, including the 7.1-magnitude earthquake in 2024, the tourism industry has been severely damaged, with multiple closures and casualties at Taroko National Park. Hualien has long faced the problem of young and middle-aged population outflow, leaving behind large numbers of elderly and indigenous populations. Those with limited mobility or bedridden are particularly vulnerable during natural disasters.

楊華美向BBC表示,花蓮連續兩年經歷大型災害,對基礎建設與觀光發展造成重創。此次洪水沖斷的馬太鞍橋位於台9線,是花蓮南北向的主要幹道,連接光復鄉與周邊地區,對交通與救援至關重要。「橋梁斷了,等於台9線斷了。」

Yang Huamei told BBC that Hualien has experienced major disasters for two consecutive years, causing severe damage to infrastructure and tourism development. The Mataian Bridge washed away by this flood is located on Provincial Highway 9, a major north-south arterial road in Hualien connecting Guangfu Township with surrounding areas, crucial for transportation and rescue. "If the bridge is broken, it's equivalent to Provincial Highway 9 being cut off."

台灣大學國家發展研究所助理教授南樂(Lev Nachman)向BBC表示,台灣東部相較其他地區發展落後。此次天災的挑戰是如何找出解決之道。研究台灣政治多年的南樂指出,民進黨認為,傅崐萁與妻子數十年主導花蓮政壇,民眾勢必要求答案:為何長期執政未能建設更多基礎設施預防災害?傅崐萁則強調,中央對花蓮投資不足,導致發展落後、建設不足。





Assistant Professor Lev Nachman from National Taiwan University's Graduate Institute of National Development told BBC that eastern Taiwan is more backward in development compared to other regions. The challenge of this natural disaster is how to find solutions. Nachman, who has studied Taiwan politics for many years, pointed out that the DPP believes that Fu Kun-chi and his wife have dominated Hualien politics for decades, and people will inevitably demand answers: Why has long-term governance failed to build more infrastructure to prevent disasters? But Fu Kun-chi emphasizes that insufficient central investment in Hualien has led to backward development and inadequate construction.


楊華美表示,中央已在當地設立救災前進指揮中心,台灣國防部也投入軍力救援,但災後狀況仍不樂觀。光復鄉部分主要道路已恢復通行,但多數地區仍被污泥覆蓋,許多災民連前往市中心領取物資都有困難。

Yang Huamei stated that the central government has established a forward disaster relief command center locally, and Taiwan's Ministry of National Defense has also deployed military forces for rescue, but the post-disaster situation remains pessimistic. Some main roads in Guangfu Township have resumed traffic, but most areas are still covered in mud, and many disaster victims have difficulty even going to the city center to collect supplies.

南樂則向BBC表示,賴清德政府可以做更多努力,確保東部沿海地區在防災與整體發展上得到提升。同樣地,傅崐萁的政治資本本可以採取更多措施,避免花蓮因地震或颱風反覆受創。






Nachman told BBC that the Lai Ching-te government could make more efforts to ensure that eastern coastal areas receive improvements in disaster prevention and overall development. Similarly, Fu Kun-chi's political capital could have taken more measures to prevent Hualien from being repeatedly damaged by earthquakes or typhoons.
